Planning Appln CH/2015/0009/FA – Barn to South of Peterley OS Field 7900 on East Side of Missenden Road, Great Kingshill
PVA notes that the above planning application has been called to the next CDC Planning Committee, by our local CDC Councillor, John Gladwin, for a decision to be made. The key issues are: a) the barn is in the Green Belt and b) in the Area of Outstanding Natural Beauty (AONB).
John points out that “one purpose of the Green Belt is to prevent the agglomeration of separate communities. This application is on one of two fields which separate Prestwood and Gt Kingshill, thus approving this application threatens to encourage the elimination of this separation.”
It is understood that, in addition to the restrictions set by the legislation, the planning authority has discretion to assess any conversion proposal against the provisions of the National Planning Policy Framework (NPPF). One of the key principles of the NPPF is to encourage the “reuse of existing resources, including conversion of existing buildings”. However, the NPPF also advises that “isolated homes in the countryside should be avoided unless there are special circumstances”.
Due to the position of the site in question, no Neighbour Notifications were issued by CDC in respect of this application.
